Capacity / capacities

Hello,

"A small circle of meddlers with a naïve faith in the capacities of heroic leadership"

I get this quote from a NY Times article. I don't see how the pluralization of 'capacity,' meaning ability here in my understanding, can be justified. Any comments?

Thank you.
