Why did the teacher say "couldn't" is 200% sure but "can't" is 100% sure in that sentence?

I don't know. S/he's a poor teacher? S/he speaks another English?
In any case, English teachers should not try to assign a percent to any graded series of terms in English. It is a false premise.
