Can't/can't have

I'm sure Peter hasn't finished reading that book. He only started it one hour ago.

Should I say 'Peter can't have finished or can't finished reading this book. He only started it one hour ago.' to give the same meaning as the previous sentence?

Say "can't have finished".

"can't" must be followed by the plain form of a verb, so "can't finished" is not correct (though "can't finish" might be correct in a different sentence).
