Can't undertstand it?

Hi! everyone.I want to know the meaning of this sentence.
" By failing to condemn the march, she was appeasing left-wing elements in the party.
Q1- Does "by" at the start of the sentence mean "at" or it means "after"?
Q2- Does left-wing elements mean opponents?
