Can't read out with proper rythm, what can i do?

Hello, people!

I am in a desperate need of help Emotion: stick out tongue on "reading out texts".

I live in Japan and goto Japanese high school.
I used to live in Hong Kong for five years, and i used to go to International Schools while i was there. ( grade 6 - grade 10)(I'm currently grade 11) The English at school was American, but outside-school was British, and mostly classmates are Asian. (thus they speak in their country's accent)


Everytime I read English texts, i don't know where to read slow or fast, and i don't know where to stop.
as a result I always run out of breath after reading for 1 min, and nobody seems to catch my words.

to make things worse, it seems that I'm not able to pronouce words propely when I'm reading a sentence.
(for some reason this dosen't happen when I'm speaking.)

it sounds like i missed half of its sound.
sometimes I pronounce in Japanese accents , even though I don't want to.

I know I can't fully avoid Japanese accent as I don't get a chance to speak in English, but still, it concerns me...

i'll be willing to do anything to improve my reading-out skills. Any advices or comments are appreciated, please help me do something with my skills. thanks in advance.

P.S. I live in the school dormitory, so i don't have much freedom in my life. I can only use PCs for 2 hours or less, usually 1 hour (we don't use PC for homework, and there's no such thing as "research project" or "powerpoint presentation" , cry everything is done on papers.)
In addition we are not allowed to use misic player while we study, (7:50PM - 11:00PM(must), 11:30PM-1:30(optional) ). I used to have video ipod but got stolen, no more.
