Can't IN & DURING differ?

With the utmost respect, I need to know your views. In another post, an outstanding contributor said that there is no difference in using either "in" or "during" in this sentence: Christmas is celebrated ---- December. Am I completely wrong in feeling that perhaps at least some native speakers might construe "during" as "throughout" in certain contexts? Of course, we all know about Christmas. But if a friend from another country said, "We celebrate X during April," might not some people (who were unacquainted with X) think it might be a month-long celebration?

Hi, I'm not a native speaker, but I would not say "Christmas is celebrated during December". I would say "IN December". The word "during" always seems to suggest something like "throughout" to me, but I don't know if I'm L1 biased.
