Can't I pay a bill "at a bank" instead of "the bank"?

The correct insertion of article in

13 – You can pay that bill at ….. Bank
is "THE" (before BANK)

Why are "A" (as one of many possible banks) or zero article (for a bank as a financial system) incorrect?
Can I pay in the bank (instead of at the bank)?
