We have just bought a small apartment but can't afford to furnish it.
... but have no money to buy furniture and decorate it.

To make sure I get it right, do you mean "furnish" or "decorate" involve painting?

Decorate might involve painting. However, furnish does not imply painting. It means filling the house with stuff.
