"cannot' vs "not able to"

Which one is correct in this sentence? or both are not fine? Pls advise.

1. "I cannot gurantee that the delivery should be on time"

2. "I am not able to gurantee that the delivery will be on time"

2. "I am not able to guarantee that the delivery will be on time."

It should be on time means that it will likely be or that it ought to be, which already implies that it is not g
