The answer is option C. How about option D? Is it also corret?

2. Mr. Reed is in poor health. He can be ill at any time.

1. Option C would be quite natural. I would not choose option D (can) in such a context.
2. The sentence in red does not sound at all natural or even logical to me. If he is in poor health, then he is already ill.
