Literally, I suppose it could mean something that is inserted into a candy box -- like the plastic tray with separate compartments that keeps the pieces of candy from bumping into each other, or the rectangle of puffy paper that lies on top of the candy and prevents it from coming into contact with the lid of the box.0-
