Canalized

The town is located between the Acheloos and the Euenos rivers and contains a port on the Gulf of Patras. It trades in fish, wine, and tobacco. The Arakynthos mountains lie to the northeast. The town is almost canalized but houses are within the gulf and the swamplands. The Messolonghi-Etoliko Lagoons complex lies to the west and is also a swampy area. In the ancient times, the land was part of the gulf.

Please explain to me what "canalized" means here. Though I know in general it means "flow of".

Presumably "canalized" means "provided with canals" (a "canal" is an artificial waterway, like a man-made river). I don't know in what sense "almost" is used, or exactly what current or planned configuration of canals is meant. I also do not fully understand the role of the word "but" in this sentence.

Presumably "canalized" means "provided with canals" (a "canal" is an artificial waterway, like a man-made river).
