Can You/I vs. Could You/I

You are in a resturant.

"Could I get a beer please?" vs. "Can I get a beer please?"

"Could you get me a beer please?" vs. Can you get me a beer please?"

Is there any difference among those sentences?

Is 1 the singular form of 2? Can I say Are there "any" differences?
