Can you tell me what "self-indulgent" means?

Can someone have self-indulgent drinking habits?

What does it mean by "without control". Is it that he/she enjoys sth all the time?

Yes I suppose somebody could be said to have 'self-indulgent drinking habits'. If their drinking was having a negative impact on others. Without control in this context would mean that they don't know when to stop drinking, and/or drink at the wrong times.
