Can you please help me to understand the following sentences better? I have seen 'Both the' being used whereas in other places only "Both" I don't have idea about the usage.
Also, when I use both should I use 'have' or 'has'
1. Both the HR and Admin have/has already spoken about this 2. Both HR and Admin have/has already spoken about this.

When we know what HR and Admin are being spoken of in the context, 'the' is optional there. Us 'have' in both cases, since 'both' means two things.
