I love this question! if you are a very good, experienced writer. It is not good practice for learners or the average native speaker because the coordinating conjunction normally ties the following information to the preceding information (in the semantic sense) more closely than a period represents.

no you cannot start a sentence with "and" in a formal language...(formal- is the language you use in your work place like job or business)
if the language you're speaking is informal (means if you're talking to your friend, or a relative) to continue your sentence you can start a sentence with "and"...

I am agree with both Mister Micawber and bharti..... It is right the "Starting a sentence with 'And' is a stylistic technique....." and bharti also right that in formal language you cant start sentences with 'And' . But bharti your view (though it is right) is traditional,, and what Mister Micawber's view is new one about stylistic technique ....yes definitely writer must be good and experienced
