Can you say

"Build up decency"?
It sounds a little bizzare to me,
maybe "nurture" is a better verb right here?
The sentence I want to make is "His wisdom in his writing definitely make the positive influence on the young minds as well as build up the decency in them."

No, 'make an influence' is not the native collocation, chivalry. Perhaps you are confusing 'have an influence' and 'make an impression'.
