It sounds to me like a familiar marketing problem. The sales numbers are not final because 1) some of the "sold" equipment is returned or 2) some of the customers later receive credit because of a price guarantee (if the equipment goes on sale after they buy it, they get a rebate of some kind). Either action will reduce how much money the suppliers make for selling their equipment.
