Can you please refrase this for me

The Defense Department has been able to maintain the nation's nuclear arsenal for more than a decade without having to test bombs.
This should be sufficient proof that testing isn't needed in this day and age. New information is likely to be marginal at best.
UVSC physics professor Bill Evenson said the body of information collected from past atomic tests is sufficient, and tested designs already exist for every new weapon proposed.
