Can you, Please rate my GRE Issue essay..?

I am not a native english speaker, but trying to improve my english as well the grammar; please once scan the answer for the below Issue topic. This is my first time writing an essay and have written it within 30 minutes of time.

Please, help me to improve my english, where are the pitfalls, and how to improve them. My GRE exam is within 7 days. Please reply anyone. So kind of you.

Topic :

“People most respect the powerful not when they exercise their power, but when they refrain from exercising it”.

My Answer for the above Issue Topic by GRE :

People are public, when comes to respect their leader; the power from a leader is not considered when he has, but when he refrains or not uses it. Some people consider their leader to exercise his power by his own, and expect them to be wrong, and others knows the power of a leader when they refrain it. From the above fact I expect a leader is someone who has the authority, and the authority has come to him through his experience, hard work, endurance etc.,

By the emphasis, a leader sometimes need to show what it is when he does not take action, and this shows people how powerful he is. For example, there are times when people argue the government to low the prices of the market, but the government knows how it effects the country as it makes the country a poverty without having any public safety due to less money. So the public should notice that government is more experience when it comes to market and there safety.

Next, the people are the one who elects a leader through vote or in other ways. As they know what this person can do for them when he has power. After the leader has come with an experience, he limits his power for not using it unnecessarily, for the future of the public. But the public not knowing the circumstances, will abrupt the leader. This is where people need to know, why they have elected him as a leader and give his respect back.

Along the way, when the situation araises seriously the leader knows when to take up the action. For example, there was a situation in my country, where the public not the same everytime; this people has to elect another leader because the former was not taking action, and this in turn made the public bewildered to whom they have to consider as a true leader. This certainly, make known that a leader has the power to take action or when to not take the action, this should be known by the public.

Finally, a good leader is the one who knows the public, and he must be respected when he exercises their power as well when they refrain from exercising it. Because they have become a leader through their intelligence, hardwork, endurance and for the people.
