let me try first:

'therefore, since the purpose of a government is to provide security, the government should undoubtly to adopt any forms of organization that appears most likely to do just that, with the least expense and greatest benefit, and those forms of organization are preferred by all.'

Here's my attempt. Because security is the basic goal of government, this means that the best type of government is the one that can provide us with security in the cheapest and most beneficial way.
