Can you not?

Right. I'm having a rather sad, grammatical argument with friends. It goes along these lines:

"Can you not make a chat?"

What does this mean to you?

To me, I read it sarcastically and see it as in 'please don't'. This is probably due to the fact that the only context I ever read this in is when it is written sarcastically.

However to others it means, "Is it not possible to make...", a much less sarcastic approach.

How do you read it?

As something that a non-native speaker said because it is unnatural and unclear. You should explain it.
