Can you help me understand the paragraph?

One of the Chinese teachers created a question based on the following two paragraphs:

This year's World Food Prize will honor two leaders of hunger-fighting groups based in the United States. The winners are David Beckmann of Bread for the World and Jo Luck of Heifer International. They will share the prize of 250,000 dollars.
The World Food Prize usually goes to researchers or top policy officials. This is the first time it will recognize the work of nongovernmental groups. The winners were announced last week at the State Department in Washington. The privately supported prize will be awarded in Des Moines, Iowa, in October.

From the two paragraphs quoted one can infer that the prize is intended for people who fight against hunger. It just happens that the prize normally goes to researchers or top officials.

So, A is correct.

But from the simple present tense the question writer uses, it seems that he tries to ask who the prize usually goes to. So I choose B. Do you agree

He does not ask who the prize normally goes to; he asks who the prize honors, So, A is correct.
