Can you help me to understand the meaning of the words in the sentences?

I just can't figure women out. ( Why figure +object+out is used rather than figure + out+woman?)

No. I don't wanna call her.

- Come on, hook it up. - I'm not hooking it up. ( What is the meaning of hook up in here?)

We should cut off family members that don't support our relationship. ( Cut off means break the relationship,How I can use this word in other context?)

No big deal. Nothing fancy. ( Can I use this sentences if my friends ask me what's up?)
