Can you help me interpreting this?

Let's say there was a traffic accident and the guy who crashed his car into another car says the following
"You should be thankful that no one in your car was hurt."
to someone in that another car, would this sound offensive?
I mean, I wonder if this sentence means "You should thank me for not hurting anyone in your car." or something like "Thank God no one in your car was hurt.".
