Can you explain the meaning of "startled breath"

Hello, I've read a document which have a sentence like this:

"He draws a startled breath as the unruly strap comes pretty damn close to decapitating him. "I am
never, ever talking to you again."

I don't really know what is " startled breath" meaning. Can you help me?
