Can you explain me the meaning of the below paragraph

a candidate
failing not more than two theory papers / practicals each in first
and second semester examinations shall be eligible for promotion

Here is my understanding: If you fail 3 (or more) items in the first semester, and fail 3 (or more) items in the second semester, then you are not eligible to go on to the third semester. item = a theory paper or a practical done during an examination period.

If you fail 3 (or more) items in the first semester, and fail 3 (or more) items in the second semester, then you are not eligible to go on to the third semester.
