Garner, Modern American Usage seems to indicate that both can be valid:

- they developed/worked out their ideas in more detail: they elaborated their ideas (transitive)
- they presented/explained

As to No 1, wouldn't that sentence require articles in front of the nouns "home" and "fortress"?

As to No. 4, wouldn't that sentence need an article for the countable noun "enterprise" like this?

It was one of the cradles of a ??? Japanese domestic enterprise.
