Can we use 'with' this way, please

Hello, 

Can we use 'with' as I've used in the following sentences? 

Here are the sentences: 

- I don't know what they mean with that. 
- What did you actually want to say with that?

I know that "by" is correct or more appropriate in those sentences, but I actually want to know if "with" possible as well? I have heard people say "with" as well in sentences like those.

That's spoken English. Grammatically speaking, we don't use "with" for "mean".
