Can we use "When" instead of "Once"?

i read this story yesterday.

Long ago, there was a king who was a chatterbox.
Once he started to talk, no one else could get a word in.

can we put "When" or "Whenever" instead of "Once" there???

Perhaps he will come back soon.

i want to know when we have to put comma after adverb?
