The trouble is that those prepositions are unnatural in any case. Here are the normal sentences:

He is a famous singer whose name I have never heard.
These are clients whose lists the monthly newsletters must be sent to.
These are clients whose lists the monthly news letters must be sent to.

You can, however, do this:

Mr. Robins says that Ms. Dumas -- one of whose paintings sold for more than $6 million at Sotheby's in 2008

a worn-out refrigerator, probably dating back to the sixties, the noise of whose motor drowned out everything else.

but I remain profoundly grateful to the unknown benefactor by whose charity I gained entry into a soaring, romantic world

I think it would've been better if I had written the original sentence i was trying to convert.

First sentence was supposed to mean "He is a famous singer and I have never heard of his name."

Second and third was from
"The list of clients to whom the monthly newsletters must be sent is on file in the main office."

I didn't mean to reconstruct this whole sentence with holding the same meaning, as obiviously seen above, I was merely hoping to change the subject part. (underlined)

In your sentences, to which are newsletters sent? clients? or lists?
I put 'by' and 'according to' in attempt to get across the meaning,
"The newsletters are sent to clients by(or according to) the list."

Would you make more suggestion?
