Can we use " didn't " and " have " in same sentence ?

Please these sentence
We couldn't visit the museum. We didn't have enough time.
He couldn't find his way to our house. He didn't have a map.
I think in place of " have " there should be " had " because didn't refers to past and what time does couldn't refers recent, past, etc ... [Reference: English Grammar in Use Raymond Murphy (3rd Ed.) Unit-17 Exercise 17.1]
