Can we ask using negatives!?

Hi every one;

Can we ask questions using negative form of verbs? For example instead of asking "Can you speak English?", we ask "Can't you speak English?". If yes, does it have different meaning? For exapmle in my native language if we ask in this way, we somehow show our surprise from the person's unability to speak English.
Please consider other forms too, like Doesn't he... Haven't you got...
