can vs. could

Can someone please tell me the difference between "I can speak English" and "I could speak English"?

I know we say "I could speak English" when we are talking about the past, but doe this have another meaning?

Thank you sooooo much~! ^^

Yes, it is also conditional, and it needs more context: I could speak English if I really tried / if my mother would let me / etc.
