Can "to" be included in these sentences?

Dr. Smith asked that Mark (to) submit his research
She requested Frank (to) come to the party.
The teacher insists that her students (to) be on time.

Hi, can it be optional to include "to" or would it be gramatically incorrect?

Thank you
