Can the verb "begin" be used in passive voice?

"The effort was begun by us almost thirty years ago."

Is this sentence correct?

I know it is better to say "The effort began thirty years ago." but someone argues that he prefers to use passive voice.

Passive is not good in this sentence if you keep 'by us'; delete that phrase and the sentence is quite normal and common.'

I don't know about effort (but it makes sense, in this case), though I know about consumables.
If one had lit a cigarette after which they said "This cigarette is begun", it would mean that the one holding it had begun smoking it. This logic also works for all of the consumables, such as foods, beverages and smokables.
