Can the second part of the sentence be used to mean "I can't miss college classes tomorrow"?

You should put your question in the body of your post. "To go to college" means to enroll in an institution and take courses there, which is not what you want to say. You mean that you have to go to school tomorrow, or you have to attend class tomorrow
