I would like to clarify if the usage of "the ones" can be interpreted both collectively and individually.
For e.g.
The ones who have a nuclear weapon are the North Koreans (collectively the North Koreans have one nuclear weapon).
The ones who have a weapon are the gang members we've encountered before (each gang member has a weapon).
