Can "that" replace "where"?

That building is the house where I used to live.

In the above sentence, can "where" be replaced with "that"?

I was told that "when", "why", and "how" can be replaced with "that", but "where" can't be, and that "where" cannot be omitted,either, while the other three can be.

Is that correct?

In case of "when",

Today is the day that I was born.
Today is the day that I was born on.
Today is the day I was born.
Today is the day I was born on.

Are all of these four sentences correct?
