Can "that" be used in begining of sentence?

Hi every one;

I wonder if it's possible to start a sentence with "that", a sentence like below:
That road and transportation engineering plays a crucial role in every community is an undeniable fact.

You can, but some will say it's not very good style. (Personally, I think it's better than "The fact that..." but that's a personal pet peave.)

You could say "The crucial role of road and transportation in every community is an undeniable fact." or "It's an undeniable fact that..." as two examples of how to rewrite it.

Yes. It's not that uncommon; however, when the that-clause is very long, as in your case, and sometimes even when it's short, it's customary to replace the whole clause with "it" and then move the clause to the end, as Grammar Geek has suggested above.
