Can "that" be deleted?

"The problem is the dog they have barks all night, and I can't sleep."
Like the sentence above, can "that" between "is" and "the" be deleted? And is this possible in any kinds of sentences?

If that is how the sentence was said at the time then it is fine - in spoken English the "that" is sometimes lost in that way

If you are writing it as a complete sentence then there probably should be a "that"...

- The problem is that their dog barks all night...

- The problem is the dog they have that barks all night...
