Can subject be omitted after but or because?

I guess:
1 She came because wanted to see me

2 I arrived late but was excused

are both wrong. Not so sure about the second.

This is fine. "But" is a coordinating conjunction, and can link the two verbs together. That makes a compound verb, with one subject.
