Modern AmE use tries to avoid saying either "he" or "she" in a sentence as that is too gender-specific. That is, if you say "The officials of the board asked that each voter present his registration card and a valid Texas driver's license before receiving a ballot," you would have correct pronouns and verbs (each ... his card / driver's license), but then it looks as if you are saying only males are going to be asked to present their documents, which would include an individual card and license for each of them.
