Can someone please check my grammar

I was wondering if you could please contact the City of San Rafael and ask for the sewer annual bill for XYZ? In the past, ABC used to received one thick bill for multiple apartments. Below is the e-mail threads for the invoice request.

Thank you

I think so. I'm not supposed to use past tense after the word "used" because it is already understood that the action is in the past? Also the word "thread" does not have plural? Thank you so much CJ. I really appreciate your time helping us ESL people to learn the correct English grammar. ??

The verb form after "used" is an infinitive, so it's always "to" with the dictionary form.
