Can someone help me ?

The Supreme Court was not yet ready to legalize euthanasia, and I imagine that Canada as a country was not yet ready to embrace such a radical idea.

I read this somewhere, and I don't understand why did the writer chose to use was , shouldn't that be is ? Please advice me.
