Can someone explain this to me in simple English.

There are about 27,000 postal codes in India. In 1998, it was found that 18,000 of these postal code areas did not have a single resident Christian worker as a witness.

This last bit hardly makes any sense to me.
"single resident Christian worker as a witness."

Initially, I thought it's a poorly written English but it's not.

The meaning is not clear. eg why is the word 'worker' used? And a witness to

(witness = someone who speaks about their strong Christian beliefs)

Oh woah. I was studying that subject and could not figure it out until you explained.
Let alone their target reader who are destitute and less educated people.
