Can someone explain meaning?

What does this mean? Does it mean that you want the person to come or that he is a nuisance? Is the syntax correct?

The only day my mom is coming to visit, he has to come too.

I appreciate the help

Without context, it sounds like the speaker is annoyed that "he" is coming and using up the time he wants to spend with his mother.

The grammar is a bit dodgy, but it sounds like something natural to SAY, if not to write.
