Can someone explain?

HI,
I usually hear people talk and then followed by " if you will" or " what have you" . What exactly do they mean?

They are used much the same as tag questions, but in a statement. [if you will = as you understand; what have you = etc.]
I don't use them, myself, so I'll let others expound.
