The mutual responsibility system it also called the Baojia. This policy was an invention of Wang Anshi during the song dynasty. Wang Anshi was the greatest reformist in northern Song dynasty during the 11th century. His reform was focused on economic and military policy.



The mutual responsibility system was renewed attempt grouping households together into units of ten called bao, and then groups these units into larger ones and so on, in order to organize people in a way that make them easier to rule and this system would create community ties.



The leaders of the baos were given authority to maintain local order, collect taxes, and organize civil projects. The ideal of the system was that it would diminish the government’s reliance on mercenaries, and that it would instead assign responsibility of law enforcement to these civil societies.



Below of this document was written by the Zhen Dexiu, which is the concept about the foundation of the Baojia system. Zhen Dexiu was trying to persuade people to believe that baojia will protect the village and bring the harmony into the Community. He was fully aware of the power in unity of purpose and direction. As we know, ten families need to spy on each other. If somebody’s house has been robbery, they have to work together to catch the theft. It was the convenience and fast way prevent the safety of the village. On the other hand, For every resident household, if there were two or more adult male , then at least one would be chosen to be a guard man . To protect villagers’ daily life, so there will be safer for the community.

Neighborhood has the close relationship, they need to share weal and woe, trust and believe to each other, and assistance with each other.
