Can somebody correct this statement?

It's meant to be a headline.

"Changes in the method of managing the welfare institution in order to achieve mandatory (obligatory?) standards by the example of..."

Hi, It's much, much too long to be a headline. Can you say it in 6 words or less? Clive

Sorry, I meant it was something like the introduction of an article.

I just want to know if it's correct, especially the words "mandatory" and "obligatory".

It would be better if you posted the complete sentence.

It sounds like the word you need is 'mandatory'.

It was just asked to translate this sentence into English.

The name of institution is supposed to be after "by the example of"

Hi,

It's not a sentence, because there is no verb. It sounds like a title.

Using 'by the example of xxxx' like that is incorrect English.

Could you suggest what would be correct?

Hi,

It's hard to recommend anything without having read the article.

Perhaps "Changes to the management of welfare institutions to achieve mandatory standards, using Xxxx as an example."
